INTEL i5 3570 (non-k) multiplier fluctuating bweteen 2 to 38

Hi,
I recently build a system with a nomal non-OC build viz. Intel i5-3570 , Gigabyte b75m-d3h, Corsair 8GB Ram.
Now I have this Gigabyte Easy tunes installed which comes with the motherboard. Now probably I did not notice this earlier but today Gigabyte Easytunes showed the BCLK at 100 and multiplier at 16 thus tuned at 1600 MHZ. Then sudenly it stared moving between 2 ( 200 Mhz ) to 38 (3800 mhz ). I mean why such a big fluctuation ? the multiplier should be fixed at 16 making it 1.6 GHZ. CPU-Z wheras shows at a constat 3392 MHZ with negligible fluctuation. So is my Gigabyte easy tunes giving false numbers.So is there any other reliable program to monitor the CPU clocks.
By the way I have not notices any visible not noticed any performance issues to feel and have played games smoothly , ran movies without a glitch etc..Even in the BIOS screen the CPU frequency is showing at 3790 MHZ with negligible fluctuation. I am kind of a novice in CPUs and I hope I was clear in explaining the issue.Thanks Sanu

So Gigabyte's EasyTune is showing you a fluctuation in the BCLK multiplier?
And CPU-Z does not show changes in the CPU's clock speed in MHz?

This may be a power saving feature most CPUs today support, where they will slow down the CPU under idle.
I can't remember the name of the feature in the BIOS off the top of my head, but you can look at those, and see if it is a power saving feature.

Now when I ran the SuperPI program for say 4M digits the multiplier stayed at afaily constant of 38 ( 3.8 GHZ , the turbo speed ) But then when the program finished again it started fluctuating
