Toshiba laptop stuck on blue Welcome Windows XP screen

My brothers and I borrowed our grandmother's laptop about two years ago, and after using it for a year the problem started. I think one of my brother's ended something under processes on windows task manager whilst trying to make the computer go faster.

After turning it off and returning to the laptop a few hours later, it would not load past the welcome screen. It's the blue screen right before you choose a user account, except it is stuck on the white welcome logo and it does not say loading in the small dark blue wording underneath the white welcome. It is stuck like that.

The only way to turn off the computer is too hold the power button. Nothing works. Safe mode, every start up option available, etc. It will not load past that blue screen.

Two years later and I need a laptop to use for schoolwork and music, and being that nothing else was wrong with the laptop prior to this, I thought I would try to get this fixed opposed to buying a new one. The closest computer store is too far to go to anytime soon and I don't have a ride there.

The only solution I have heard of thus far is to reinstall windows xp, but my grandmother does not have the cd on her, it's in storage out of state, and they cost a lot.

Download the Hiren's Boot CD (or USB), burn it (or install it on the USB pendrive), Insert the Hirens CD or USB into the Laptop and boot the Hiren's... if it doesn't boot, you may have to set the optical drive or USB as first boot device in the BIOS. Once in the Hiren's CD/USB, click on the Program Launcher > Click on Programs > click Registry > click on Registry Restore Wizard > just select the C:\WINDOWS > Next > Fix the System Registry to that of a previous date > Next > Select a date you want to restore to > Next . Cant recall what follows but from here on it's about to execute the restore and finish. The result is similar to System Restore so once you exit the Hirens Boot Cd or USB, you should reboot and logon to a date when the laptop was working normally.
