You'll need at last a 600W PSU and make sure to have minimum of 42 amps in a single +12V rail (that is not split). BTW, I have the same problem as you. Mine's a MSI GTX770 Twin Frozr also. Funny thing is, my 750W Thermaltake W0117RU PSU is unable to power it properly and PC reboots (without any error log) when I try to game with ultra/high settings. That happens ONLY because it doesn't have enough amps (42A) on a single +12V rail (It has four separate rails each with max. capacity of only 18 amps) although providing way more wattage than needed. I'm looking to buy a new PSU now meeting the requirements.
What is the brand and model of the "650W" PSU? If it is a good one, like an Antec or Seasonic, it will be fine. If it is a PSU-shaped object like a Diablotek or Apevia, it might be good for half its label and would be unsuitable.

Card manufacturers think you have a crappy PSU and you're perfectly fine...those adapters should be 2x 4pin molex to 6pin pcie auxiliary, don't use them! Your PSU should have enough cables
