Can I overclock this ram CMV4GX3M1A1333C9?

I suspect that you prolly can, but improvement in results would be minimal. OC'ing RAM does not provide the amount of improvement in results as OC'ing a CPU.

I have the FX6300 on a ga78lmt-usb3. I have set the multiplier to 18.5 and was going to raise the FSB to 210 to begin with. What I need to know is will it be safe to do so, because that will increase the ram speed?

In my experience, RAM does not heat up as much as a CPU will when OC'ed. If you go too far, it just crashes or BSODs, so try it and see.
