why am i getting bad frames

here is what I put together

ram- 2133mhz 4gb ripjaws
My os is only 32 bit so it says that only 2.97gbs are available for use. But even when I play this game http://www.game-debate.com/games/index.php?g_id=2691&game=Sniper%20Elite%20V2
I lag really bad on the lowest settings. Can anyone tell me why

Because the 3gb of usable ram is shared between the system and the graphics memory

A) Only 3 GB of RAM is actually usable by the 32 bit version of windows, so 64 bit is recommended over 32.
B) Average-ish CPU. <Could still play on low-medium settings.
C) Average-ish GPU. <Could still play on low-medium settings.

Motherboard looks decent.

So you really need to get a 64 bit windows version installed, making sure to delete all of the 32 bit version. (Maybe format the hard drive?), and also get an extra 4 gigs of ram in there.

Having said this, the CPU+GPU will not perform very well in modern games as they are just not powerful enough, only getting decent fps on low/medium settings on SOME low-demanding games (TF2/Counter strike... etc.)
