Asus RADEON 7990 Low GPU Usage In Games?

Hello, I recently purchased an Asus Radeon 7990. Upon using it I have been seeing some unusual GPU usage.

Im not expert at this, but the screenshot linked below is the usage when i'm playing far cry 3 blood dragon at 1920x1080 maxed out (When the usage hits 0 I was alt tabbed out).

FPS in-game varies between 45-90 quite allot.

Is this normal for a 7990 to behave like this, If not what can I do to resolve the issue?

Also its not just in this game, it happens in pretty much every game.

What's the rest of your rig - CPU, mobo, DRAM, PSU

Ok, I'll tell you what I know.

Intel Core i7 2600k @3.4Ghz
Corsair TX850W PSU
Intel Sandy Bridge PCI-E 2.0 (Is that enough?)

As for DRAM im not to sure of what it is...

Should be good with that, might be the DRAM is off, take a look at CPU-Z (free downloadable app) in the Memory tab and find what the DRAM is running at and let me know what the model # is, can find that in CPU-Z under the SPD tab next to Part NUmber - guessing it's not running at optimal settings

Ok I will let you know tommorow as I an not at my PC now. Also what do you mean by the DRAM is off? Would this be an easy fix?

It may not be all the problem, but if DRAM not set to it's optimal timings that can throw things off in the feed of the data flow, I'll be in and out tomorrow and will take a look

DRAM looks OK, may be a heat issue, card getting hot and throttling down

Im running csgo now with one GPU at 99% and one at 45%. Is that good? My FPS also isn't low in games. Is it possible that its just that game?

That could be also, might search around and see if others having the same type problem - might also look to see if any driver updates or Betas available

I can't seem to find any information on the web about usage in the games I play with this card. Would you say that the card is OK and that the game is the issue? You know what your talking about so your personal opinion would be much appreciated.

With your GPU(s) am thinking a driver problem as the rest of the rig looks pretty good - AMD isn't known for greatness in drivers especially with multiple GPUs, they have been promising to fix XFire issues for years

I re-installed the latest drivers today (Non-Beta). Would you recommend a certain driver or is 13.12 ok?

Ok, I just disabled ULPS and on CSGO I seem to get even usage now (Between 40% and 60% on both chips) instead of 99% on one and 20-40% on the other.

Would you recommend having ULPS enabled or disabled, and could this fix the issue?

Try it disabled for awhile and see how things go - not something I've played with, don't often get my hands on a 7990 ;)
