Asus H61M-PLUS Motherboard has green LED lighting up but wont even start.

I just upgraded from a AMD phethom II BE, to an LGA 1155 i5 CPU. when i tried to start it up nothing happend. It appers that the power on button is not working. i tried EVERY way i could moving the Pwr Switch Cable and Reset. nothing.

Some notes:

My PSU,GPU,RAM,HDD,and OD where all used in the my pc before and they had no issue so its not that.

The MotherBoard has a green light on when i connect the power, so i assume that it IS geting power from the PSU.

My Motherboard is:
ASUS H61M-PLUS

CPU:
i5 LGA 1155 3350P

Heres what i tried:

I tried moving the Pwr Cable
I tried starting without the GPU in
i tried starting without the RAM
i tried starting with only ONE stick of RAM
i tried starting without the RAM or GPU in

should i return the Motherboard? and is there a way to somehow test it to see if its dead?
