R9 280x Wont connect to monitor

Hello guys Im really stumped i hope someone out there can help T.,T

So my problem is windows boots normally i hear the windows start sounds but my monitor says "no connection" when plugged into my r9 280x, however when i plug in my old nvidia 550 the monitor connects and windows starts normally.

here is where it gets bizarre, If i then turn off my computer and plug my R9 back in the monitor connects and everything runs fine. I have run a burn at 99% load for 15 mins and the voltz fps and temp stay pretty consistent. It completes and then i have played DayZ and Dota 2 for about 5 hours with no problems. But when i try to restart my computer and monitor yet again shows "no connection"

I have all the latest drivers for my card i also have the newest bios for my mobo. I have tried VGA connections and HDMI on 2 different monitors, i have tried with 2 sticks of memory with all 4 and with none. I have reset CMOS and updated BIOS. I have tried different Mobos because at first i thought this was the problem because my old mobo was well....old, so i replaced it along with the processor from a 2500 i5 to the new 4th gen i5. However nothing changed. I now think my graphics card is faulty but i cant get past the idea that a faulty card shouldn't be able to run on 99% load for 15 mins with no issues. Even when my screen doesnt connect windows still loads normally. I have also tried beta drivers for the R9 and the new drivers.

Im really stumped here guys. However im not computer smart and i hope someone smarter than me has a solution or an idea. I might buy a new power supply but my power supply is only a month old and based on Thermaltakes online calculator 650 wats is more than enough to run this card with this setup.
