FX-8320 oc. does high voltages harm the cpu?

so i got a new computer a while ago with an fx-8320 and recently got a freezer 13 cpu cooler to overclock it. i currently have it on 4GHz and 1.42v (to run stable) and i will surely increase this in the future, but im wondering if high voltage harms the cpu in any way besides overheating?
(it wont overheat)

High voltage can cause the cpu to die relatively faster. Be careful

but at what voltage would it start harming the cpu? does any overvoltage harm it? original is 1.3625v, is 1.42 enough to harm it?

1.42 has minimal harm. but if you go up alittle more it can be harmful.

I have a stock FX-8320 (3.7Ghz Turbo) and I get 1.448 v underload when it runs at 3.7Ghz .. Is this normal ?? I have my Turbo core at Auto and I have not configured any BIOS settings or anything except my cpu fan speeds since I first got my new pc.

Thats quite high. Try setting your vcore to 1.4 and see if it can boot and run prime95 stable
