R9 280x Framerate issues

I recently bought a XFX R9 280x and I feel it is not performing as well as it should. In Battlefield 4 I've seen people with the same graphics card and cpu getting 60+ fps on ultra on all maps. But I get 40-50 fps on high on some maps, and when I turn down the graphics it remains at the same fps. So far most other games seem to performing ok, not great but ok.

My Rig:

Gpu: XFX R9 280x 3gb

Cpu: Intel i5 3470

Mobo: Asrock Z77 Pro4 M

Ram: 8 gb G Skill

Psu: Thermaltake Smart 550w

Hard drive: Seagate barracuda 1tb

Os: Windows 8.1

Sidenote, I did the perfoverlay.drawgraph 1 and when I have a smooth framerate, regardless of the settings, the cpu line is a straight line, but when I am getting bad framerate it is all over the place.

And try to update the GPU BIOS, by going to vendor's site and by downloading the latest BIOS. You will find info on how to do it there.

And try to borrow a PSU from someone to test.

All my drivers are up to date and I don't think the psu is the problem

So I ended up installing new GPU bios and everything is working amazing, I am now achieving 60+ fps on Ultra on maps where I couldn't even get 50 fps, on HIGH, before. At first I went to the XFX website and there was nothing there about GPU bios, but I dug deeper and found out a way to install the latest BIOS. I must spread the word!
