reusing an old hdd

i know this question is asked countless times, but i'm building a completely new computer and would like to save money and re-use a wd 1tb green hdd. however it has a load of old files on it that i want to completely format (i couldn't in the old computer as it has win7 on it so wouldn't let me format it, because the computer wouldn't work after). i have been told that when i install windows 8 on it, it will ask me if i want to format the hdd- does it do this?
also i'm getting windows 8 to play battlefield 4, because of the increased frame rate, however this is only present in 8.1. windows 8.1 costs £10 more than windows 8 and i have been told 8.1 is a free update- should i buy windows 8.1 or can i buy 8 and update it for free to 8.1?

i know its a bit long winded, but the two questions i am asking are;
when installing win8 does it give you the option to format a hdd?
is windows 8.1 a free update for windows 8 users?

all answers will be much appreciated :D

I think it gives that option and you can anyway put it in the old pc and format it anyway.

it does but buy 8.1 so the chances of update failing are smaller.
