display shows horizontal lines and blanks out

I am experiencing this very annoying problem, any insights are welcome.

From time to time (might go for days without an issue) my display starts showing thin random horizontal lines. Sometimes it just blanks out for a few seconds and comes back.

It looks like this. Please have a look.

It is not an OS/Driver issue, as it also occurs in BIOS. Also, OS logs do not show any hardware or software event.

Monitoring GPU voltage does not seem to indicate any anomalies either.

DVI cable was replaced, graphics card also replaced.

Hardware:
MB: GA-Z77-DS3H GIGABYTE
Graphics card: Nvidia GeForce 650GTX TI 2GB-5 EVGA
PS: A.PFC FSP460-60HCN FAN 12CM 460W FSP
Display: AOC e2243Fw 21.5"
Cable: DVI

Could it be some kind of electric interference?
Any ideas appreciated.

How old is the monitor? You can try a process of elimination approach by running a different monitor to see if the same thing occurs.

Its one of two things.

Its a bad cable, or bad connections from the graphics card to the monitor.
The other cause can be when another electrical device such as an amp, mobile phone, or any device that transmits is to close to the monitor, because the magnetic shielding of the monitor is not very good.

Try all three and you will find it is one of them.

Move any amps or wi-fi devices away from the monitor, replace the Dvi cable and secure it tight at both ends.

And the last one is the refresh rate of the monitor may have to be set a bit lower.
Sometimes 60Hz. ect produces this. But if you lower it to 59hz via windows it goes away.

What I`m saying is the refresh rate, the card is sending may be slightly higher than the monitor can handle at its resolution so you get weird flashes of lines.
It the update out of sync.

Try all three and you will find the problem will go away.
Seen it before so many times.
