Best 1TB HDD for $75

Which is the best 1TB HDD I can get for about $75?
I can stretch a bit.

Right now I'm looking at a Western Digital Blue Caviar. Is it any good?

oh not very much. The Black has a higher performance yes, but not necessary for gaming. If I were you I'd go with the caviar blue at 7200 rpm. The caviar blue is the sweet spot as it will be able to boot your games fast enough as you'd want. The Caviar green is quiet than the blue but performance far worse for gaming needs. As I said the caviar blue is the sweet spot and would be fine to just store/ install games.

WD Caviar Black at 7200 RPM.

As you mentioned in your post you were considering it. It's good for gaming as well as putting your OS on it as an alternative to a SSD if you cannot afford one.

yes getting SSD for OS is fair enough and wise choice.
however Black is faster than a Blue of WD. Though Black is much costly then a Blue.
a Blue will be enough for your needs
