The Elder Scrolls V: Skyrim low FPS issue (both with and without mods)

Greetings,

I recently updated my pc mainly to be able to play Skyrim at high FPS, this is my RIG:

i5 3550 3.3GHz
EVGA GTX 770
16GB Ram DDR3 1333
HP 2509 LCD monitor 1920x1080
WIndows 8.1 OS

I'm using Fraps to calculate FPS ingame.

So in the beginning I thought it was a MOD issue, since I had like 150 mods installed, and most of em were HD texture replacers and such.
So yeah, I removed em all, deleted SKyrim and made a new clean installation, just to be sure.

The funny part is this: if I use NVIDIA GeForce Experience to set Skyrim to Optimal, it automatically set it to the highest details possible. Ultra shadows, ultra decal quality and so on.

And this is where I really got lost:
ingame, I have an FPS of about 35. Sometimes it goes up to 60, but right after it goes back to 35 again.
No matter the settings; I made different tests, even removed shadows definitely. No matter the AA/AF, no matter the FXAA, no matter the objects distance, or decal, or whatever: still 35 fps.

So yeah, this is kinda pissing me off lol.

Any idea?
I'm not new to computers so if any further info is required like a DXdiag or anything please let me know and I will provide it.

I actually have sort of the same issue with my 7970. No mods or anything and I just get these unexpected lag spikes.
But here is my advice anyway. Create a profile on your NVIDIA Control Panel, make sure to set the AA off and then disable Vsync. Then Try with Vsync enabled if that doesnt do the trick.

That is weird, I have virtually the same setup (running Win 7 though), and no issues whatsoever :-/ Are you running with Skyrim's vsync on? I've stopped using the software vsync in place of Nvidia's. I just set adaptive vsync in the control panel and turn it off in game, had issues with several games (but not Skyrim) and this solved it. With that 770, you should be able to run Skyrim modded to the gills, with a min FPS of over 60 no problem.

Have you checked out Google for how Skyrim (great game!) benchmarks with various setups? - "skyrim + gtx 770" does show up a fair number of hits (not had time to checked then myself).

You'll at least get a feel for how your system compares and be in a better position to answer your question, and perhaps, where any bottleneck issues may come from.

I had the suspect that it might be Win 8.1 messing it up. I went throu a 3days of formatting and installing OSs.
I tried Win 7, Win 8, and even Vista.
Nothing helped, same issue on every single OS.

75 FPS, not even gettin close to it.

Yes, exactly. Only the HD textures from Bethesda are on. And yes, I tried without em too, still same FPS.
In the last hour I tried every option available about VSYNC in the Nvidia Control panel, still nothing.
I'll do one last test, trying a different monitor, just to be sure.
If nothing changes, I'll just send back this fuckin 770 lol.

So I made some extra testing with other games too, and the results are quite weird.
Might be a GPU issue or malfuction or whatever.
All the below games runs throu Steam, and they are original, no cracks or anything:

Skyrim (unmodded):
GTX 770 - 20 to 60 FPS, usually stuck at 35/40 when I move around or in open areas.
GTX 650ti - basically the same results. Hilarious.

Defiance:
GTX 650ti - 60 FPS medium details - 55 FPS high details
GTX 770 - 60 FPS mediaum details - 40 FPS high details (utterly retarded)

Tomb Rider - ultimate details (higher than ultra details) (all maxed out)
GTX 650ti - it dies lol, about 15/20 FPS
GTX 770 - 60 FPS, never drops below it

So these are like the weirdest results I could ever expect I guess.

I really have no clue guys lol.
