PSU and Graphics Card power problem

Hello everyone, first of all i want to tell you Happy New Year!

Let's bring us to the subject.
Recently i bought a new Graphics Card (NVidia GTX 650 Ti 1GB) and a new PSU (CiT Golden Edition 550Watts). When i tried to put my Graphics Card and the PSU my PC didn't boot up then i changed the PSU with the old one (350W) and my PC booted up... The problem is that it was running slow on the old PSU. I mention that i can change things in BIOS but i won't do that until i receive a good answer from someone, i won't assume the risk to change things i don't know. What could be the problem of this?

My PC specs:
Processor: Intel Core 2 Duo E8400 3.00GHz (No-Overclock)
Graphics Card: NVidia GTX 650 Ti 1GB (No-Overclock)
Motherboard: Gigabyte EP45-DS4
RAM: 8.00 GB DDR2 [4(sticks)x2.00GB]

Short Informations:
Old PSU power: 350W
New PSU power: 550W
Graphics Card requested power (minimum): 400W
