My computer will not run Team Fortress 2 very well

Few months ago my good computer broke until I find out what's wrong with it (most likely the hard-drive) and get the money to repair it I got a rental computer.
It's a HP Pavilion 23 All-in-one. It's specs are

CPU: AMD E2-1800 APU 1.70 GHz
4GB Ram
64 Bit windows 8 OS
AMD Radeon HD 7300 GPU
500GB hard-drive
1920 x 1080 display

I'm no expert on AMD graphic cards but It should run Team Fortress 2 with no problum but it runs it at 15-20 FPS at 1280 X 1024 with lowest settings. The game requirements are

Minimum: 1.7 GHz Processor, 512MB RAM, DirectX® 8.1 level Graphics Card (Requires support for SSE), Windows® 7 (32/64-bit)/Vista/XP, Mouse, Keyboard, Internet Connection

Recommended: Pentium 4 processor (3.0GHz, or better), 1GB RAM, DirectX® 9 level Graphics Card, Windows® 7 (32/64-bit)/Vista/XP, Mouse, Keyboard, Internet Connection

while it doesn't run it very well on lowest settings it will run Garry's mod on highest settings, full resolution with no issues. Garry's mod has the same requirements and uses the same textures. And it'll run Borderlands 2 at mid settings with 25 FPS.

Not sure if TF2 just isn't compatible with Windows 8 or if it's something else
All my drivers are updated and I'm at a lost of why it runs other games with higher requirements well but not TF2

I know about computer hardware and how it works but I'm no expert and any help would be appreciated, Thanks

Im not surprised. 1.7ghz is very very slow for a processor to be gaming on, and the 7300 isn't that great either. It's not TF2, it's just your PC. You should really look into upgrading.
