Help with port forwarding would be greatly appreeciated

Hello, I'm trying to set up Tunngle ( I dont know if anyone is aware of it )

I've set the port to forward and set it to allow in windows firewall but its saying the port is closed.

How do I open the port?

I tried Port 80 for a web server which worked. But when i turn the webserver off and set tunngle to port 80 it remains closed?
