New build completely or upgrade motherboard?

So I have been have trouble with my new GTX 660 graphics card being bottlenecked by my old CPU and only 4gb of RAM. I know I can upgrade the CPU, but the RAM i cannot as the motherboard simply doesn't allow it. I don't know if I have to buy a new case, or a new computer as a whole, or just a new motherboard. Here are my specs:

Would it be of more value for me to just buy a new computer completely then upgrade from there?

If your not overclocking but still want the new Haswell chip go with this option:

CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor ($179.99 @ TigerDirect)
Motherboard: Gigabyte GA-B85-HD3 ATX LGA1150 Motherboard ($88.98 @ SuperBiiz)
Memory: Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600 Memory ($74.99 @ Microcenter)
Total: $343.96

If your planning to OC, i would suggest just ordering that combo since the price difference is not much cheaper to what I could come up with:

A mother board/cpu upgrade are the way to go, your 660 will still BF4 lets say on high settings with 58 fps average, so give me a few mins to look at different board combos and options and i will see if i can find a better deal for you. ALso do you plan on OCing? just because that is what the K series chips are for. If not I could work out something cheaper

Thanks for your replies. I have pretty much no knowledge about OCing, so I don't think I would try. I just want a good CPU that won't bottleneck the GTX 660. Will the motherboard that you suggested fit in my case?

Okay cool. Do you think that with the motherboard, cpu, and ram plus my gtx 660 will require a high power supply? I believe mine is 500.

Awesome. This is kind of unrelated to the question, but how much better do you think I will be able to play games with the new setup compared to the old? You think it's cost efficient?

I can't say for sure because i don't know how much your old setup would have bottlenecked the gpu but with this setup you could order a new gpu in a year or so time and still not bottle neck it. So this way is most cost efficent
