Should my PC be performing this badly?

I recently got battlefield 4 on my PC but it seems to run quite badly when I'm playing it on multiplayer. I usually get around 40-50 FPS on the lowest settings at 1080p and I don't think this is right. On almost every other game I can run it on the highest settings including BF3 where I ran it on High at 1080p with over 60FPS.
My PC specs that I think would matter in this are:
i3 3220
4gb of DDR3 Ram at 1333
XFX hd7850 1gb
windows 7 professional 32bit.
What is the problem with my PC and what do I need to do to increase the performance?

+1, for gaming, with BF4 you need a core i5 (at least quad core).
You gpu should be able to handle low/medium graphic quality but indeed if you want to play maxed out, you need a new gpu too.

30+ GB of free harddrive space
