Intel i5 2500k stuck at 4.5ghz

I just finished oc my i5 and when I went into cpu-z my core speed and multiplier do not go down when idle. My temperatures are fine but I don't know why the speed doesn't go down. Any ideas why it doesn't go down when not doing anything?

PC
CPU:Intel i5 2500k
MB:Asus P8P67 WS Revolution
RAM: Kingston HyperX 8GB(2x4) 1600mhz

 
Solution
1) Update the motherboard BIOS (if not up to date)

2) Restore Factory Defaults in BIOS*

3) Click "XMP" for the CPU/RAM profile and ensure the CPU and RAM settings look proper

4) Save and exit

5) Monitor in CPU-Z (should see the frequency changing)

*When you apply Factory Defaults you may need to change certain things back as applicable, such as:
a) AHCI for SATA
b) Boot Order
c) RAID (be careful not to actually rebuild your RAID, just set it back to RAID from AHCI/IDE)

Other:
- run Memtest www.memtest.org
- run Prime95 in Windows (at least 15 minutes)

So under secondary timings I saw that DRAM RTL(CHA)/(CHB) dont have matching numbers. Are they supposed to have matching numbers? All the options to the right in DRAM Timing Control are set to auto.
