Purchasing today: Graphics card

Hello all. I opened my case today to figure out the kind of psu I have.

Dell Inspiron 580
Intel i3 - Intel HD processor
6 gigs of RAM
500GB internal hard drive & a Seagate 1TB external drive
2048 by 1152 SyncMaster monitor

The psu has max 300w capacity with 18 amps on the 12 volt rail. It's a Bestec.

I have $80. So, I'm not looking for rebate prices.

I'd like to run Civilization V and Assassin's Creed II on medium settings at 25+ fps.

What gpu would deliver decent performance?
Is a GT 430 okay running on 300 watts?
I could fork out a part of my budget for a new psu.

I wouldn't buy a GT430 and here why:
It is several generations old now

You may be able to get a Radeon 7750 for the same price and that would be notably faster.
Even a Radeon 6670 would be faster.

If you are set on NVidia, then look at the GT640

Any of those cards will run on 300 watts, though 18 amps is cutting it close
