from a command line: ipconfig

what IPv4 Address do you get? 0.0.0.0 or a 169.x.x.x

If you get 0's, your NIC does NOT see any electrical from the router.
If 169. there is a connection but it is not completing and the stack is defaulting.

if 0's check the cable and ensure the port on the router "lights" up when connected to your computer and look at the port on the PC, does it show lights when connected? if not try another cable and/or port on the router...

if 169's try from the command line:
netsh int ip reset c:\resetlog.txt

this resets the stack, reboot after and try it.

Also run an AV and malreware sweep, from Safe Mode
