DISPLAY/RESOLUTION - Resolution&Positioning Problems, what is going on?

I have a 16:9 ratio Full HD 1080p monitor
My current graphics Card is GeForce 4 Mx-4000 64MB VRAM


Now, I know that my graphics probably wasn't made to support HD resolutions (I wonder why...), but it can, and with no lag. (not on games of course)
Here's what I have to do to make my resolution be 1080p (or so I thought, more on that further...):
I disconnect my VGA cable from the GPU's port;
I turn my computer on;
After about 5-10 minutes, I turn my monitor on and put it on the VGA Input;
Then I connect and screw my VGA, and boom, 1080p desktop.

I would also like to know how to make the resolution be 1080p by default, because when I go to the Desktop Setting it only let's me go up to 720p, but when I start my PC just like I told you, it let's me go to almost 2K/1440p...

My other problem is, I was trying to see if I could fix this in someway to make it go 1080p by default, so I went to setting and I noticed it was 1920x1200 :\ something had to be wrong, and maybe this was why.
So I put it on 1920x1080, the result? The whole screen region appeared on the bottom right corner displaying the top left corner of the actual screen (it was cut, and I could see was the top left of my desktop and window on the bottom right of my display... I can't explain it any better sorry...).
So to fix this, I used the Auto position of my display, it centered the image Horizontally perfect... but the top part of my screen is cut off (I can't see the windows minus, square and X bar or the top files and folders of my desktop...)

I have no idea what's going on... I was able to move the picture vertically with my TV V Position Settings, but I can't see the windows start taskbar now.... Either the top or bottom are always cut...

Any help will be greatly appreciated :(

Found something:

My Monitor is telling me the resolution is 1680x1050 & it also says the ratio is 16:9.
And when I Print Screen, the resolution is 1920x1080...

Conclusion: Foggier and more confusing than ever...

Update 2:

When my resolution is supposedly 1920x1080 (even if it says it's 1920x1200 on the desktop settings) my monitor says it's 1600x1200....
Just what is going on? I«m 100% my screen is 16:9 ratio, and it even says on a sticker here, also there is no stretching, so the ratio has to be 16:9, but yet it says it @1600x1200.
