Solution
The stock intel fan will work just fine for you. There's no need to get an aftermarket cooler since you can't oc. With that saved money you can get an R9 270X which is a much better card.

I would take out the SSD and go for a hdd. They offer much more storage, 120gb total isn't a lot. Windows uses 30gb, and that would leave room for only three to four games.
500gb HDDs are about half the price.
Unless you plan on overclocking you wouldn't need that much cpu cooler, you could use the stock one. I'm using a stock cooler and it works just fine.
And the. Put the extra 130 into a gtx 760
Gtx 760 has 1152 cores
R7 260x has 900 cores

I'm using the SSD as a boot drive for Windows 8.1 and Ubuntu. Not sure I wanna get rid of it.
