I recently just built another gaming pc and am having a certain issue with being unable to click on certain windows or pages in Windows 8.1. The two more notable examples are that the scroll bar in IE11 is grayed out and the mouse wheel does not work. If I push in the wheel, the page does scroll with that feature. On certain Windows folders it scrolls fine.
Also, I am unable to click on anything in the PC settings menu.
I have done a lot of research and everything I have tried has not worked. My Windows is activated and all files are cleanly installed (no corrupt files). I have reinstalled windows again and no change. All drivers for the motherboard, GPU, and mouse are up to date. All windows updates are up to date.
Any ideas?
