CPU doesn't adjust [4-way optimization, 4770K, Z87-Pro (V-Edition)]

When I first went through the process of ASUS's 4-Way Optimization, the CPU would adjust itself accordingly to the processes taking place. However, I've noticed that every time I startup the AISUite, the clocking of my CPU consistently stays at it's maximum frequency, when, in the past, it would hinder itself down to whatever frequency was needed at the moment. I tried running 4-Way Optimization again, but the CPU continues to max itself out. Everything's running smoothly, but I'm just concerned about power efficiency and the lifespan of my CPU.
Any help is greatly appreciated.
Also, when I run 4-Way Optimization, here are the settings:
TPU; Ration Only, Extreme tuning.
EPU; Optimized (default selection), Away Mode
FAN; Optimized, Benchmark.
DIGI= Power Control on by default.

Update:
I reset my BIOS settings to default optimal and ran 4-Way Optimization again to the same result. Another thing to is, I'm curious about whether or not this would have to do with my assigning of an XMP profile to my DRAM.
 
Solution
I think I figured it out. There are slightly different versions of AI suite for the ROG motherboards as the rest of the series (i.e. your Z-87pro). The ROG boards have different options under the advanced tab of the 4-way optimization tool. Its weird because all of the tutorials and demonstrations of the software I have seen are of this other version.

Although I don't have a direct answer for, I am also struggling with an issue with the 4-way optimization tool. There doesn't seem to be any recent info posted about it. I built this PC yesterday,

i7-4770
Asus Maximus VI impact
Crucial Ballistix Tactical (1x8gb)

When I open up the 4-way opt tool I am getting different options than all the videos I seen about it, along with what you have. My EPU, FAN, and DIGI are the same but for TPU it only has the option to pick between 3 clock speeds, and wont analyse the entire spectrum of speeds which I thought was the point of the tool. I have bios 1203 and I think everything else is up to date... any ideas?

I'm not entirely clear on what your situation is quinlan. First off, I was able to figure out my issue which is so embarrassing, I don't even want to talk about it (psst... balanced power settings in Windows 7).
Back to you, quinlan. So, when you open up AISuite, you should see that huge 4-way optimization button there to the left. From the sounds of it, I think you did that and then got to the screen that shows the layout of fans in your chassis. Under that, however, and I think this may be where you've been getting stuck, is an advanced settings button where you'll find settings pertaining to TPU, EPU and DIGI+. First, I would set up my Fan Expert before using anything else (just de-click everything except the Fan Expert) just because you want your system to use this feature while overclocking instead of overclocking and then trying to get the best air movement, or at least that's my opinion. After that, set TPU to ratio only and extreme tuning, EPU to with optimized (defauklt often times) and away mode and the DIGI+ should be on by default. After that, start 'er up and let it go and then it will crash, and then finalize everything upon being turned back on.
I know from your post that you had already done research on all this, and hopefully I'm not repeating a bunch of stuff you already knew about. Hope I was of some help though. Still relatively new to this.
