Asus Z87-A Delayed USB power problem

My new Z87-A motherboard seems to be having problems with the usb ports.
When I power my computer on, I have no power to the usb ports until about 30-60 seconds after I reach the desktop.

It is really annoying, because I can boot up in about 15 seconds but I can't use my usb devices (including mouse and keyboard) until they all suddenly power on 60 seconds later.

It doesn't happen every time, probably 50% of the time. And 100% of the time when I reboot after making a BIOS change.

I originally thought it was to do with delayed start services in windows, but after messing around with those, the problem still occurs.

Specs:
Windows 8.1
Intel i7 4770k CPU
G.Skill 16gb 1866MHz ram
Asus Z87-A motherboard
Samsung 840 Pro 128GB SSD
Integrated graphics
FSP Raider 650w PSU

I have latest drivers from Asus, and latest BIOS update.

Has anybody else had this problem, or know a solution?

This doesn't sound like a power issue to me. USB devices use very little power, and if that was the issue that while at idle your system lacked power for the USB devices, any time you started a game or anything else your system would crash.

I would take a close look at any bios settings and programs that came with it. Sometimes there is one to keep the USB devices off when the computer should be off and it might be acting up.

Power supply is FSP Raider 650w. I was led to believe 650 watts would be plenty for my system. At the moment I am not using a dedicated graphics card, and have only 2 case fans, and a dvd drive and one SSD for storage in the sata ports.

@IInuyasha My system is perfectly stable apart from the delayed usb power. Once usb is powered up, it is up for good until I shut the computer down.

As far as bios options go, the only related option I can see is the usb initialisation option. I get this problem with all options there including "full initialisation".
 
Then there is no signs that its the power supply.
Hmm it might be a problem with the model. Some have an issue that USB devices never power off, so if you had a glowing mouse like mine it would annoy you greatly.

Try double checking programs though, it could be a driver or utility.
 
You might just be out of luck. I upgraded from an ASrock Extreme4-M to a Biostar TZ77A yesterday and so far I can't find any way to get my mouse to power off either. Xbox control and keyboard power off fine, but not mouse. So you are probably stuck unplugging it, but being USB at least its pretty easy to unplug and plug up again over and over

According to the Memory list, the 1866mhz ram should only be 1.5v whereas higher speeds go for 1.65v.

The delay to the ports is an unknown factor, sometimes t is related to the 5v rail if it is less than 15 amps however the PSU proffers 25 amps. Make sure that you do not have any other devices attached to the usb ports prior to boot up like your phone or mp3 player or an external hdd, only your mouse and keyboard.

Make sure that you do not have the PCI-E connectors connected to the CPU power connector, it should be the 4+4 connector for the CPU power socket and that both of them are connected, and securely fitted.
