Mid Level Gaming PC Slowdown

Hi Guys,
Lurker/n00b here, any advice would be greatly appreciated, I've searched the forums but looking for some specific advice on my rig.
I built it about a year ago, and have been having trouble with it now on Witcher 2 and Saints row 4, I picked up 3Dmark off steam to test it and results are below.

I'm looking to find out which part/s I should replace to maximise the rest, so not really a budget, but I'd be happy to spend around $500-$1000 (AUD. 300-600 BPS)

CPU: Intel Core i7-3770 LGA1155 3.4Ghz (3rd gen)

Windows system settings are set to best performance.
Paging File:
-Recommended: 24402
-Custom set to min/max: 24414

All drivers updated to latest.
Malwarebytes and ccleaner run often then uninstalled.
All unused programs removed, OS SSD drive has 24Gb free.

I really do appreciate any advice you may have, I'm not looking for a high-end Gaming machine, but I would like to play most if not all new games on medium performance setting if possible.

my rig has a dual core phenom and 6950 toxic. now granted I unlocked my CPU to a quad and over clocked it. and unlocked my GPU to a 6970 and over clocked that. but your rig is superior in every way. mine is from 2010. a year old is nothing. I had no issues with witcher 2. played it through twice. so you should be good.

77C is a crazy high temp for idle on an Intel CPU. I suspect you have some sort of paste/cooler issue and your CPU is clocking way down to save itself under load. even the stock heat sink should let a normal non over clocked processor run in spec. although technically it stops at 95C... you should not be able to get it too 100C. but maybe you are rounding up

That's what he meant by trolling. Saints row 4 only runs semi smoothly on lowest settings, Witcher 2 barely runs at all (I haven't found the quality settings change).

well it did sound a TINY bit trollish. i think you know its a pretty high end build so saying you just want to be able to play on medium seems a little odd. but it sounds like some sort of actual problem and thst can happen on high end rigs so screaming "troll" is uncalled for.

witcher 2 settings are in the launcher not the game. you really want to leave ubersampling off. it's super sample AA. very taxing on the GPU.

the temps are to see if there is throttling going on. the usage will help too. for instance if the GPU is stuck at 50% or the CPU is using a ton of time for something other than the game. like malware.

CPU is idling around 77C, if I put it on 50% load it goes to 100C in less than a minute. All stock standard CPU cooling, I'll take apart and check connections and paste, otherwise I'll look for a CPU cooler.
GPU is idling on 36C and MB idling on 35C so it doesn't look like they are a problem...

That's probably fair, although the problems I've been having with the games and what seems like a low 3Dmark score set my expectations a bit low, with no hardware updates in over a year.

Looks like that was the problem. thermal paste was dried out. I've use some spare but will get some more tomorrow. Just loaded Witcher 2 and it's running smooth.

people say that sometimes but I have never seen paste "dry out". a year is pretty short. and if it was the stock heatsink it really should not be able to have the paste applied wrong. It seems more likely it would have been mounted a little wrong. not making contact. etc. I hear those Intel mounts are a nightmare. but maybe you got a weird one with the paste. either way. if it works it works. so that's good. sometimes just fiddling with stuff gets it done lol
