Updating Graphics Card

Hello again everyone,
I have another post on here but I thought I would repost to be a bit clearer. As I have stated in the previous post I have a custom built PC that I created a year or so ago. Lately though it just can't seem to keep up with me and my gaming needs. I play several high powered game but most work fine if I drop the settings slightly however one in particular is lagging beyond comprehension even though I have all the settings down to their lowest levels. As sad an ridiculous as it sounds I can run Skyrim easier than I can run The Sims 3 any more! I have thousand of custom content and hundreds of mods (some of these rather drastic ones) and my current system just can't keep up any more. I plan to switch out the graphics card, perhaps memory and the power supply if needed.

- Dell S2340L 23in IPS LED Monitor
- Shintaro Internal Card Reader 3.5"
- 3.5 to 5.25 FDD/Card Reader Mount Black
- Antec High Current Gamer 520W HCG-520
- Seagate Barracuda 2TB ST2000DM001
- ASUS GeForce GTX 660 DirectCU II 2GB OC
- Kingston HyperX KHX16C10B1K2/16X (2x8GB) DDR3
- Intel Core i7 3770
- ASRock H77-PRO4-MVP Motherboard
- Samsung SH-224BB/BEBS SATA DVDRW Drive OEM
- Fractal Design Define R4 Black Pearl
- Windows 8.1

Note:
I ocasionally run my computer on a 40" LED FHD Samsung TV via a HDMI cable but usually only for watching movies I have on there and such.
Sub Note:
I run my dell monitor via a DVI Cable

Budget: $600 - can go slightly over but would very much prefer to stay under

Looking For: A set up equalling to 4GB or more would be best as VRAM is a serious need for The Sims 3

I'm open to all suggestions and am willing to switch out more than just the parts I have mentioned. I don't know if my system can handle it but if so I am MORE than willing to create a two Graphics Card System. PLEASE HELP!!!

GTX 780 should double the frames per second

GTX 780 needs one 8 pin and one 6 pin power connector

R9 290 can deliver almost the same 3D performance for the same money and needs one 8 pin and one 6 pin power connectors too but needs about 300W but GTX is only 250W .

in fact , you ve got these connectors but i cant really say if your 520WPSU will be enough .
