GPU not working correctly- running at 640x480 with colours very off after replacement card installed

Hi all, I am having lots of problems with my AMD Radeon 7850 in my computer and was hoping you could help me fix the issue.

First I'll try to explain when these issues first happened:

In late November 2013, I was playing Payday 2 with some friends and all of a sudden my game froze, I thought nothing of it at the time but a few minutes later, the screen went to a very poor resolution and all of the colours on my background, shortcuts etc. went all multi-coloured.

I researched the issue and with a bit of troubleshooting I found that my graphics card had broken so I send it back to the manufacturer- MSI by the way and today I received a brand new replacement card.

However once I put the new GPU into my system the issues returned with the 640x480 resolution and the colours being off and washed out. I have the latest drivers installed and I went into the safe mode and everything is running fine at 1080p with all colours correct.

I really have no idea what this issue could be so some help and insight would be very appreciated. Also, I am using a Sony TV as a monitor and running over HDMI.

Note: I didn't build this system myself, it was a cheap machine that is pretty poor but I didn't have many options at the time on a limited budget.

8GB RAM
AMD Radeon 7850 1GB
1TB HDD
CIT 750W PSU
Windows 7 Pro 64 Bit

Have you uninstalled your old drivers prior to the installation of the new ones?

Also, have you checked your CPU's temperatures?

It could be even that your PCI slot for your GPU has went bad, or your generic PSU (never heard of CIT) went bad.

Yes I have, did that before putting my new GPU into my system.

No I haven't.

Maybe, i tried my old GPU a few days ago and that worked okay, no small resolution or weird colours but it wouldn't play any games period, they just crashed on startup. I installed drivers for that card after i uninstalled them for my original 7850. I uninstalled those ones before installing the new ones for my new 7850 if that makes sense.

I have got a brand new XFX 550W PSU, should i try that? Also this PSU i have in now was a warranty replacement, it is barely a year old.

If your PSU replacements won't work, it could be that, I'm really not sure, the troubleshooting is tricky.

Would be good if someone else with any ideas and experience answered here.
 
Perhaps the motherboard has become an Nvidia fanboy? ;)
First set a level playing field by resetting the BIOS to factory defaults.
No good?
Next uninstall any tuning or tweaking software, making sure you remove any saved profiles.
Try again.
If still no good, redownload the latest WHQL drivers directly from the AMD site and save them, don't install yet. Then grab a copy of Driverfusion and install it. Uninstall the current drivers. Restart into Safe Mode and run Driverfusion. Restart and install the saved drivers.
Still no change?
Run Dxdiag, it's easiest to get to it by typing Dxdiag into the Search programs and files box. See if this diagnostic finds any problems.
