The only issue I see here is the motherboard. It's not that great. I substituted one and it only goes 2 dollars over, I hope it's OK!

Either setup is OK, but what worries me most is the Kingwin "650W" power supply. There's no way that PSU will provide 650W, or even 500W of continuous power. Also, if it dies, and there's a good chance it will, that will kill your entire system.

You'd be better off with buying parts for a setup like this:

Do you have a comparable FM2+ to the one that was suggested along with a cpu or does that change the whole layout?

Also, do you suggest that I wait a few weeks before purchasing a setup and wait for the decline in prices?

That looks good! As to your question, you shouldn't need any extra cooling if you're not overclocking. Also, if you can afford this CPU, I'd go for it. Otherwise, you're all set.
