HD 7950 not allowing me to pick 1600x900 in game ratios

I just reformatted my computer, everything was working just fine and now I am unable to pick in game windowed aspect rations of 1600x900 which is what I record and play in.

In all my games these are the only screen ratios I get http://i.imgur.com/OTyGcp2.png

These are my setting I can pick from in the AMD manager http://i.imgur.com/uKqs1Ot.png
The current monitor shown is my second monitor just used for extra windows. I have not changed my set up at all.

My main monitor has this http://i.imgur.com/MgIrJ3n.png
When I check the "enable CPU scaling" the options below stay greyed out.

I am using the latest drivers if thats what your asking. Button on the monitor? I have auto set, Source, engine, menu, FuN

Yes I was talking about those buttons. Didn't the auto set button works for you ?

Or you have to uncheck the tick mark [http://i.imgur.com/MgIrJ3n.png] Enable GPU scaling, I think then you should be able to select the radio button of "Maintain Aspect Ratio", do that see what happens.
