No, it's not worth upgrading just for DirectX 11.2. The improvements are barely noticeable. I would, however, recommend Windows 8.1 if you're looking to upgrade your OS. If not, stick with Direct X 11.

The latest version of DirectX is version 11.2. This version is only compatible with Windows 8.1. It was only released a few months ago, its not likely to be updated any time soon. The GTX 770 should support new updates when they arrive regardless.
