Can a 60 Hz monitor show more 60 FPS while gaming ?
ifs its true then does it make sense buy a high end graphic card on 60 Hz Monitor

No, a 60hz monitor can't display more. There exists a fantastic thing though... monitors that aren't stuck at 60hz.

Also, the faster the video card the more likely that you can sustain 60FPS at higher settings. You are correct though, you need to match gear, as there is no point to SLI 780ti's if you're running on a 60hz 1080p screen.

No it can't, a 60Hz monitor refreshes 60 times a second therefore any more than 60 frames will not be displayed, however this doesn't completely mean you shouldn't buy a graphics card that can max out games at more than 60 frames as it will last longer when games become more demanding and will cope with other tasks like rendering better
 
Actually, it can.

It can only display 60 "complete" frames, but if you go beyond 60 FPS, you'll a bunch of partial frames. At 120 FPS without v-sync, you'll have 120 partial frames. You may have the top half being one frame, and the 2nd half of the screen as a 2nd frame. This does make games feel more responsive, but it also causes tearing.
