Building on a wooden surface is often the best because wood is not conductive. However I would recommend to put your motherboard on the motherboard box when building outside of the case to make sure you don't damage the board Because you are working on linolium you will have to watch out to not get static charged yourself. You can prevent this by regularly touching a grounded metal object or buying an anti-static wrist band and connecting that to a grounded metal object.
