Is this 650w power supply enough for 5870 crossfire

I would say that the statements of minumum PSU wattage is over exaggerating, though they say 700w it might only pull 450w, it's hard to say but I would definately say you are fine with 650w!

A 650W PSU should be enough, but not this PSU on the link. I searched for it in the Plug Load Solutions' site and couldn't find this PSU among the 80 plus certified which means it's not much efficient.
When you're in need of power, remember to only go for 80 plus certified PSUs. If you want a good and cheap PSU I would recommend you the Corsair's PSUs.
