FPS drops from 60-40 every 3 seconds

Hey everyone, so my pc had been restarting during gaming or just random surfing and at one point it blackscreened after restarting 5 times so I decided to take it apart, dust out the GPU/CPU and make sure there was no dust between the connectors. In doing this, I accidentally bent some of the CPU pins while unsealing it from the heatsink but I was successful in fixing them all pretty much the way they were previous to my F-up. My problem now is, my black screen restarts have completely disappeared as of 5 days ago but now I get my FPS dropped to half no matter what game I play every 3-4 seconds. Happens during League of Legends, Age of Wushu and even during a 3dmark vantage benchmark. Does not happen outside of these full screen applications so I'm at a loss as to what to do.

At first I thought my random restarts were a driver issue so after I put my case back together, I installed the latest Nvidia Driver for my card 33x.xx, did nothing to help my issue.

I came across a potential fix involving uninstalling microsoft .net framework, did not help at all.

My idle core temps are 40c CPU, 36c GPU and 38c HDD
Under Load : 64C CPU, 55C GPU

Setup is

GPU : EVGA 550ti
CPU : AMD Phenom X6 1055t
HDD : Hitachi 500GB
MOBO : Gigabyte 880gm-ud2h
PSU : 600W Thermaltake (1 month old)
RAM : Corsair Vengeance 2x2GB 1600mhz

I'm completely at a loss as to what I need to change but what I know for sure is that my RAM is shot as I get about 10-15 BSODS a month on average and it came up with bad sectors during a memtest. My budget is about $210 and I really just need to make sure I replace the right parts here as money is tight in my house, borrowing the money to fix my pc as it is so I need to make the right decisions, just asking if anyone has come across this issue and what did they need to do to fix it!

UPDATE: Forgot to add, my usual FPS during LoL and Age of Wushu is around 45-60, 20-30 during teamfights for LoL and for Age of Wushu (It's a pretty graphic intensive game if you guys check it out) is about 30-45 as well, 20 with heavy load

I haven't done a clean install just yet as I'd like to make sure I pinpoint the problem, I've 200+ gigs of games and software that would be difficult to store elsewhere.

I've done just about everything else suggested though, hoping new ram + gpu will fix it but if it doesn't I'm boned

Don´t you have a partition or something cause it that´s the problem you will save $200.

no I don't have a partition at all, just one HDD

That´s why you should make a partition always, can you try to make a back up, I'm telling you this because is an option rather than spending $200 without knowing what will happen.

So should I make one now, put important stuff on there then format and report back?

Ok new update, while waiting for windows 7 to download for me to format, I downloaded Hardware monitor and it shows my 6 cores dropping to 800 mhz from 2813mhz during gaming and at the exact same times as my fps drops, have I stumbled upon my problem chief?

So it can be cpu throttling, but that happens when your cpu has temps problem so 64c it´s the limit of yours, must improve cooling, your cpu cooler is the stock one? how much time you got that cpu?

My bad that I didn´t see your cpu temps, just rush and see your gpus and was fine, in fact that´s the problem. One should never exceed 60c with amd cpus.

Some Phenom Processors hit a thermal wall at 65-70C so I would monitor your temps and core speeds the moment the fps drops.
If that is the problem they will be synced up and the cpu will drop in temp then go back up in speeds.

Nice, just happy I've found the problem, thank you for the help, I'm running 60 degrees idle at the moment, opened up the case and gonna have my fan blow on the processor till I can reapply some thermalpaste. At the time of the drops, the CPU temp was 69 and the hardware monitor reports a max of 71 so I do believe that is the problem, thank you again for your input guys.

For those running into similar issues, I recommend first

Driver check
Temperature Check
RAM check

hardwaremonitor is an amazing application for most of these :D

Yeah if thats the stock cooler it needs to be replaced (212 evo)
As my 965 hit 62 at full load, it should not be over 55 idle.

You can reapply paste for now, but you should change that cooler for a 212 evo ($35) at least to avoid those problems in the future.
