hello, i am curious if there is a gaming pc i can build between 300 to 400 pounds that will run new games on normal or medium settings with good FPS (i want something equal to a console in terms of graphical power)i really dont care much about having the best graphics as long as it doesnt look like shit and doesnt lag (low FPS)then its fine, i mostly want to play alot of old pc games i never got to play like soldier of fortune and noone lives forever 2, but i also want the option to play newer games too, thanks

This build's a bit more than you asked for but it will provide good performance in both new and great performance in old games!

He already provided a great setup which will hold up against the new consoles easily, here's a cheapass alternative  (I wouldn't really recommend it unless you're really tight on budget)
