Based that its mobile graphics- probably not.
You can probably run it on Ultra at 40fps, but I'd recommend you run it at high- than you might be able to run it around 60fps.
We'd need more details before making a decision though- what are the full specs of the laptop you are getting?

We need to know the exact model of CPU you have, and as Dave said, the rest of your rig's specs. Being the fact that you're using mobile graphics, 60 FPS is highly unlikely.

Well, the rest of your system seems perfectly well equipped to run BF4 on Ultra at 60, with the only limitation being the Graphics Card. Unfortunately, laptops are pretty much screwed in this aspect due to how large and unwieldy VC's are, even lower end cards. Out of a 755M, I'd honestly expect maybe 30-40 FPS on Low to Medium, You'd need at least about a 760 (Desktop) to get over 60 on Ultra.
