i can't get my operating system to install

thats my build,i've put everything together and i get this error message "
Reboot and select proper boot device or insert boot media in selected boot device and press a key"
I've tried USB, I've tried optical drive... what else can i do?
ive also tried putting an old 2.5" drive in it and it gets half way to boot on windows and crashes because of different hardware (CPU,GPU,motherboard etc...)
YES I've reset the CMOS
YES I've tried different SATA connections
YES the windows 7 ISO works
YES the BIOS is in the correct boot order
