Computer is Unresponsive

I try to take good care of my computer, but right now I think it's bogged down with something, and I've tried everything I could think of to try and fix it. I've scanned my computer with avast, defragmented my hard drive, and got rid of startup programs. This has been happening for several days. Brand new, my computer started up in under a minute, and it was easy to restart. Now it's at least five minutes to get to the desktop, and even longer to fully load. After everything finally loads, even simple tasks such as opening google chrome takes up to ten minutes. When it finally loads, it usually becomes unresponsive.

I tried going into task manager to see what the big deal could be, but my CPU is averaging around 15% and my memory at around 30%. What could be wrong!?
 
Solution

1st try either uninstalling Avast or disabling Windows Defender, you should not have both in use at the same time. (Window Defender incorporates antivirus in the form of Security Essentials).
If that is unsuccessful, try Clean Boot to isolate the process that is slowing down your machine.

Already disabled Windows Defender. I'll try Clean Boot.

Edit: at this rate it'll be hours before this dang thing opens.

Ok, so I hadn't disabled anything from the task manager. Only msconfig. After disabling everything from task manager, my computer is running like new. Now just wondering, if nothing was hogging up the CPU or Memory, why would it have been going to slowly?
 

Probably accessing data slowly from HDD, but you'll need to find out which process/service is at fault!

Is there a way to view which program may be accessing data SLOWLY from the HDD? I know task manager can give a small amount of information, but my disk usage was averaging around 10% or less.
 

Only method is to employ Clean Boot which is a process of elimination to find out which process/service is misbehaving...
