Does my power supply affect the system performance especially my graphics card's performance?

Hi guys

Could you anyone please help me out that my system is suffering from under power supply?

Here are My system specs

Motherboard - M4A78-em/1394
Processor - AMD Phenom X4 9650 2.3 Ghz
RAM - DDR2 2GB x 4 sticks
Graphics Card - Asus GTX 650 ti - 1GB, 928 Mhz (Not DC version)
HDDs - 500GB SATA x 1 & 250GB SATA x 1
External HDDs - SONY 1TB 2.5 inches USB 3.0/2.0 x 1
DVD Drive - LG DVD drive x 1
Wireless Adapter - x 1
PSU - Cooler Master 400W


please tell me is my PSU killing overall system performance especially gaming?

I just upgraded my graphic card from XFX GTS 250 1GB to ASUS GTX 650 ti 1GB. But I don't see much performance gain other than Directx 11 effects. But i knew my processor is not up to the latest games but any how am just curious to know if i upgrade my PSU to higher one like 600W will it be worth for higher gaming performance than what i am experiencing now?

or should i upgrade my MOBO and processor to get optimal gaming performance out of this GTX 650 ti? if so can i still go with any higher end MOBO & Processor that supports my existing 8GB DDR2 RAMs?

PSU wattage is fine. CM PSU are known crap.. So better is IMO good buy.
Best quality PSU maker is rosewill. This is awesome quality.

For build I think it is time to build new with AMD 6 or 8 core cpu + DDR3 memory.

Something like this is good upgrade. Id go with 8350 cpu if you have money for that.

Hi

thanks for your reply and sorry for my delayed reply.

I just upgraded my build with the following

Intel i5 3450 3.1 Ghz
Intel Mobo DH series
8GB ddr3 RAM


Result:
I can't even believe what am getting from this build now - am getting lot of performance hike when compared from my last AMD rig. i was going for AMD FX 8150 or FX 8350 but i just turned to Intel this time to test their performance. Am getting arround 55 - 80 FPS in Call of duty ghost with high settings(no glittering/lag during mission loading videos) with the same GTX 650 Ti 1GB rather i was getting only around 20 with my last build. really i can't still believe this intel i5 3450 excels only with 3.1 Ghz.

Anyhow thanks for your advice otherwise i would have messed up with my PSU upgrade.
