Can't enable Netframework 3.5, Windows missing files

This is a long story but I will do my best to keep it short and sweet.

I can't enable Windows 8.1's Netframework 3.5, basically I need it for some apps and games to run.

I tried everything

-Downloading from website.
-enable in control panel
-installing from DISM in CMD as admin
-various other things...

So I decided to call Microsoft about this issue.

Support was very helpful and nice, however there was nothing they could do without me forking over some money. ( which I would rather not do)

He told me basically that my computer was missing several drivers, like windows update and several other things.

My question is what is the best way to go about to fix this? I have no idea how the drivers disappeared, and no idea how to repair the fragmented windows files that I have. I could do a clean install but would my key from my Windows 8.1 OEM system builder work after that? Is the best option just to pay the support staff about 60 bucks to get fixed?

You could also try chkdsk
At CMD Prompt
Type chkdsk /f /r then Enter. (note spaces before /). Type Y and Enter to run the program when you restart Windows. (Provided Windows on HDD, not SSD...)
Failing that, guess it might mean Reset/re-install...

I also tried this, sorry forgot to mention it in the original post... It says they are missing however it also says it can not fix them.

I just went with a good old hard drive format and Windows 8.1 reboot.
