Seemingly Low Performance GTX 770

So I recently bought an ASUS GTX 770 (2gb) and replaced my aging gtx 560. Installing it took quite some time as I eventually had to flash the bios on my Gigabyte mobo for it to play nice and reinstall windows. Once I got some of my games installed I have to say I'm not impressed by its performance. I'm playing at only 1600x900 so I would expect a fair increase over the 1080p benchmarks I've seen and a huge leap from my 560. In a StarCraft 2 custom map I averaged about 40fps on the 560 and am only getting about 70 on the 770 (v-sync off) I assumed this may be somehow internet related or an issue with SC2. In battle field 4 everything seems to run smoothly as expected. In Crysis 3 with maxed settings and 4xAA, it runs about 40-50 average but dips drastically in some open areas in the very beginning of the game to 15-20 with no action happening. Are these frame rates standard at 1600x900 with a great oc?

My CPU is an i5 3570k at stock 3.8 turbo, I have a solid 850w PSU and the Asus 770 2gb GPU and 12gb of vengeance RAM. The games are stored on an external usb 3 HDD connected directly to the mobo via SATA.
I got an incredible OC on the GPU with a 1200mhz core and 8ghz mem clock (extra 15% in benchmarks) and if seemed solid in a burn-in test with furmark.

My question boils down to this: (particurally in crysis) is the card performing as it should? If not is because of the HDD possibly and should I move it to the SSD or is it a hardware issue with the mobo or am I just expecting too much out of this card?
