Computer turns on then off again

I built a computer about 2 weeks ago and when i turned it on from the PSU switch it turned on for 3 seconds and turned back off. I've taken it apart and put it back together again, changed the slots for the RAM, checked for any loose plugs, disconnected the graphics card and tried turning it on, worked through the "my computer wont start etc" guide you guys have on here, even going so far as to getting a replacement for the PSU because i was sure that that was the problem but i still get the same result. I have absolutely no clue of where to go next and don't have too much money left after buying the parts for this. Any help would be appreciated.

How will that help though? It's already pretty obvious that it's either the CPU or the motherboard not working right? I don't think this will help my issue.

Just some thoughts: 1) CMOS jumper must be on pins 1 and 2, not 2-3, 2) try connecting any other fan to the CPU fan header, 3) on the system panel connector ( bottom corner ) disconnect the reset/ground connector only - in case the switch is defective it will prevent the grounding of the reset pin ( it is usually (Asus) the last two pins on the outside across from the speaker connector - check manual), 4) TPU and EPU switches must be off until Asus AI suite software is installed. 5) Is your MB on long enough to see the 4 LED's being On and then off? Each LED: CPU, GPU, RAM and HD is supposed to come on for a second or two until the device is recognized and then it goes off!

The standoffs are in, atleast i think they are.

The CPU and RAM LED's turn on for a second. I can't find in the manual where the other 2 LED's are. The GPU fans do spin for that small amount of time if that helps.

The GPU LED is a bit hard to see, because it is usually near the end of the PCIe slot between the input board and Slot connector. THe HD LED is within an inch of the Sata connectors. There is small white rectangle labeled: BOOT_DEVICE_LED. The LEDs are pretty bright, so if they are not coming on that is your best clue. Perhaps the Sata power connector is bad, try another Sata and Sata power cable. Have you tried any other HD too, just to test. ( use just one HD for now )

Your HD LED is right next to the very large label "SATA 6Gb/s". to the left of the southbridge cooler in this picture:
