Can and how do I transfer windows 8.1 64 bit DSP OEI to a new SSD in the same computer

With Windows 8 and 8.1, changing hardware is no longer a concern. You can change whatever you like, up to and including a whole different PC.

Yes, it might need reactivation, but changing hardware no longer breaks any license agreement.

From the Windows 8.1 license:
"Can I transfer the software to another...

Create a System Image onto an external/spare internal drive and restore it to your SSD using Windows Repair disk/drive or Installation disk/drive. Do so as often as you like. Only a complete re-install/activation is limited, and even then you can activate over the phone..

so with the DSP OEI version I can definetly transfer it.
 

Don't see why not, whatever version you have, you're merely giving the OS a new 'home', provided you make no Hardware changes at the same time, it won't care where it lives!

Yes. With 8.1, there is no longer any limit on the number of times, or what hardware changes. Only one PC at a time, though.

No hardware changes, does that mean I can't change my GPU or Motherboard in the future

With Windows 8 and 8.1, the 'hardware change' restriction no longer applies. You can change as much as you like, as often as you'd like, up to and including a whole different PC!
 
The only 'restriction' is Activation. If you change Motherboards or install to a different Laptop, you have to Activate Windows afresh, simply because you may have tried to install to more than one PC, which, of course, breaks the Licence conditions. This can easily be achieved automatically over the telephone, and is straightforward provided you answer 'One' to the number of Computers on which Windows is installed...

"Can I transfer the software to another computer or user? You may transfer the software to another computer that belongs to you. You may also transfer the software (together with the license) to a computer owned by someone else if a) you are the first licensed user of the software and b) the new user agrees to the terms of this agreement. "

Same PC, new PC, new hardware...whatever.
Only one at a time, but the hardware does not matter anymore.
