This is my first go at asking any sort of question (I can usually just lurk and find the answers I'm looking for) and I'm a bit noobish, so please bear with me. I guess I'll start with my System Specs:

This problem started the day after I ordered my GTX760 (I didn't actually have it yet, just ordered and on it's way), and happens on both it and my old video card (Sapphire HD 6870).
A few days ago my system started restarting back to the post splash screen while playing games (any game ranging from Crysis to mabinogi) as if someone hit the reset button on my motherboard. At first it only happened while playing games, then it started happening while just web browsing, and even started restarting in a loop the moment windows loaded up at one point.
I've cleaned out all fans and heatsinks, I've run memtest86 with 13 passes and 0 errors, I ran OCCT CPU stress testing for 10+ hours with no errors. When I tried the GPU test of OCCT with my old video card (Sapphire HD6870) it would restart immediately 4/5 times but starts fine w/ the GTX760.......and then eventually restarts. +12V is between 11.68 and 11.63 idle and under load, and +5V sits at 4.96V. No temperatures exceed 45C while stress testing with the exception of the video card, which peaks around 77C. I've performed a clean install of Windows 7 64bit twice now. I've both updated and rolled back drivers on all devices.
And I'm still randomly restarting doing general use, and guarantee restarting when running any game, no matter how hardware intensive the game is to run. Also, after some restarts, I'll get a sucessful post beep but hang at the splash screen for a few minutes (I don't know if this is relevant or not). Any ideas as to what could be going on is appreciated. I'm stumped.
