games run same at both low and high settings on hd 6670

ok i installed some games like splinter cell conviction, prototype 2, hitman absolution and they ran pretty well on 1080p 24fps. So i thought turning down graphic to 720p would give me 30fps. But it ran same on both settings. My specs intel cnre 2 duo 2.9 ghz. 2 gb ram. I swear i tell the truth.

alot of pc games are console converted games and capped to a frame rate. the thought was that if i had a $50 x-box that maxed games at 50fps and you had a $2000 gaming rig that could run a game at 125fps you would be capped at the 50 so i could play with you on there server ... like i got etqw witch is also a fps capped game .. this is why i dont build a macdaddy gaming rig anymore..

but i am still not clear. Tell me which settings i must keep keeping in mind mine cpu and gpu load and temp. Also tell me freinds is it safe to oc my gpu. My psu is 400w

Try OCing, little by little. Why it crashes after an hour-long stress test, go back.
Nothing bad hapens if the thing crashes.

I don't understand your question... Yes you should always look out for the temps, yes...

And @junkeymonkey, that doesn't need to be true. For my old 9500GT, AC:Brotherhood was the same, no matter what I did the frames were never over 30. On my new PC, however, it goes up to 60 (I have Adaptive VSync enabled).
