'Overlooking failed' issue

I think my problem is quite complicated, but I'll still try explaining it anyway.
Sometimes my comp will just hang and there's absolutely nothing I can do, so I'll just turn off the power from the power outlet and turn the computer on again. However, this is when the problem comes in. It just won't turn on. I mean, all the lights in the case are working fine, showing that the system is on. However, nothing shows on my monitor. It would just say no signal and then go into sleep mode.
Normally after days of trying I would be able to turn it back on. And every time I turn it on, I get a message that says over clocking failed. Please press do to go into setup. I have a 3570k processor, but I didn't over clock it (due to some cooling issues in the end). I have tried going into the bios, putting comp in normal and not performance mode but it still doesn't work. Anyone got ideas on how to solve this?? It's just really frustrating every single time this happens.

@JuX I built this comp 1 year ago, but the problem has been ongoing for quite a while.
