I'm not very good with software, but I put the windows 8.1 64bit disk into my other computer and am trying to burn it onto a USB using Microsoft's windows 7 DVD to USB tool but the disk itsself dosn't have a ISO file

ahhhh...
You have to create an ISO file from that install disk.

Then use that ISO to create the bootable USB stick.

Mostly, yes. But currently, you have a DVD. You need to create an ISO file from that.
An ISO file is an 'image' of the DVD
You then use that ISO file to create the bootable USB.

So to start, you need to create the ISO file from the existing DVD.

I have Daemon Tools and a option to make a Disk Image (standard ISO is one of the output options), I have done this and now have an option to burn it to my USB. Is this what I do?

Using the Windows 7 DVD USB tool i get the error that it is not a valid file. I guess it works for windows 8 but not 8.1 Does this mean I have to mess around wiht the format on the USB manually or can I just burn/drag and drop the ISO file straight on to the USB?

I did this, after waiting 3 hours for part 2 I couldn't load the Boot Sector Registration Tool (bootsect.exe) which is located in the boot folder of the Windows 8 ISO image for part 3, the black box comes up and dissapears in a split second (EDIT: it sees the usb as a disk but I can't get the bootable ISO on it via method 3 is there any other way to do this or am i just doing it wrong the ISO was saved on my documents BTW) or is Daemon Tools not a Valid iso converter?

the black box is the command interpreter cmd.exe you will want to start a copy as a admin, then run the program. otherwise the cmd.exe will exit automatically when the program ends and you can not see the results.
you can close the cmd.exe or type exit when you are done.
you should confirm that you moved to the same directory that the program is in and confirm the program is there.

Right I've already started re formatting 50% done. so once it is at 100% it automatically assigns and exits the diskpart.exe for me. Then I go to CMD.exe and what do I type in? EDIT: I found a youtube video is this the same thing from 4:20 onwards?

edit: you could also go to any working windows 8 machine and the bootsect.exe is located in
c:\windows\system32\bootsect.exe and run if from there to make your thumbdrive bootable
the instruction in the link are old and assume you don't have access to windows 8 yet

you need to locate the .exe
you can type
dir m: /s bootsect.exe <--- this will search drive m for the file bootsect.exe and return its location

where m: is your DVD drive with you windows cd or you mounted virtual drive of the ISO image of the windows dvd
after you locate the program you want to get into the same directory using the cd command (change directory command of the cmd.exe)
generally you would type this in the command interpreter (cmd.exe)
m: <- ---------- this changes the default drive to drive m (or whatever drive you have your dvd on )
cd m:\boot <---------------------- this moves you into the directory boot
dir <--------------- will show the contents of that directory

you just need to getinto the same directory as the file and run the command.
